APPENDIX A PROJECT DESCRIPTION Background: The Town of Yarmouth is proposing a new Department of Public Works (DPW) facility to house their operations at 507 Buck Island Road. The new facility is necessary due to deteriorating conditions at their current facility which has been in use for many years and is past its useful life. Site Description: The proposed work area is currently the location of the existing DPW facility. The site is covered by impervious area including pavement and buildings. Work Description: The project involves installation of sediment and erosion control measures, demolition of the existing structures, removal of existing pavement, and construction of the new 37,400 square foot building and appurtenances. The new facility includes five (5) main operational components: 1) Administration offices and employee support spaces; 2) vehicle and equipment storage garage; 3) workshops; 4) vehicle maintenance; and 5) vehicle wash bay. In addition, the facility will include a diesel standby generator sized to power the entire facility and operation during an outage. With the new facility, vehicles and equipment currently stored outside will be stored indoors in a minimally heated space. Indoor storage extends the life of the equipment, reduces environmental impacts, and creates more efficient and cost-effective operations. The new DPW facility will be more safe and an overall improvement to the Town environmentally, aesthetically, operationally, and it will protect the Town’s multimillion-dollar investment in its vehicles and equipment. Overall, the new facility includes numerous significant improvements to both the site and operation, including: · improved stormwater and runoff management · improved storage of vehicles, equipment and materials (indoor vs. outdoor) · improved storage and handling of liquid petroleum products · improved vehicle washing operations Environmental Discussion: No environmental resources protected under the Massachusetts Wetlands Protection Act will be impacted as a result of this project. A small area of buffer zone, outside the 35-foot no disturbance zone, will be impacted. The impact area is considered already altered area. The work in this area involves the construction of a stormwater spillway. When looking at the FEMA flood zone map provided in Appendix C of the RDA, it looks like part of the project will occur within the 100-year flood zone. However, the FEMA map indicates that the 100-year flood elevation is at EL 11, and there is no work below EL 11 for this project. As such, there will be no work within the 100-year flood zone. To protect the nearby wetland resource area, erosion controls, including straw bales and silt fence, will be place at the downgradient limit of work closest to the resource area to minimize sediment migration from the work area into the resource area. Please see plan sheet C3.00 for the erosion and sedimentation control plan. The delineation was conducted under the direction of a nationally certified Professional Wetlands Scientist (PWS). The area under consideration is within a commercial/residential district on a parcel of land immediately southeast of the Buck Island Road/Town Brook Road juncture on the Yarmouth Department of Public Works property. Wetland resource areas were noted southeast and east of the work area. Please see Figure 1 (Wetlands Field Map) and Figure 2 (USGS Topographic Map) in Appendix C of this report for the investigation area. Wetland resource areas including bordering vegetated wetland and isolated wetland were identified and flagged in the field using pink flagging by a Weston & Sampson employee who is trained in the wetland delineation process using the Massachusetts Department of Environmental Protection (MassDEP) and the US Army Corps of Engineers methodology. A further description of these wetland resource areas is presented, below. 2-1 Wetland Delineation Report Yarmouth Dept. of Public Works westonandsampson.com 2.0 DELINEATION OF WETLAND RESOURCES 2.1 Site Observations The Weston & Sampson wetland scientist, trained in the U.S. Army Corp of Engineers Wetland Delineation Manual and Massachusetts Department of Environmental Protection (MassDEP) Delineating Bordering Vegetated Wetlands Under the Massachusetts Protection Act guidance document, observed the following protected wetland resources at the site: - Bordering Vegetated Wetland - Isolated Wetland Field data were recorded on United States Army Corps of Engineers (ACOE) Wetland Delineation Data Forms. See Appendix A for completed ACOE data forms and Appendix B for site photographs. According to the site’s FEMA Flood Insurance Rate map (FIRM) the site does intersect with the 100- year floodzone. See Appendix C for FIRM map. 2.2 Wetland Delineation Methodology Wetland delineation assessment was conducted in accordance to the Massachusetts Wetland Protection Act Regulations (310 CMR 10.55(2)(c)), Massachusetts Department of Environmental Protection (MassDEP) Delineating Bordering Vegetated Wetlands Under the Massachusetts Protection Act (March 1995), and ACOE Wetland Manual (Technical Report Y-87-1). The methodology included the characterization of vegetation, soil any hydrologic conditions in both wetland and upland areas to identify the transitional area, which was used as the BVW limit. Pink flags with distinct flag numbers were left in the field to show wetland resource area limits. 2.3 Bordering Vegetated Wetlands (BVW) A total one BVW series were delineated at the site. The limit of the BVW resource area was determined by locating the transitional area between wetland and upland vegetation, soils and hydrologic conditions. 2-2 Wetland Delineation Report Yarmouth Dept. of Public Works westonandsampson.com Vegetation, hydrology and soils were assessed in both wetland and upland areas to accurately place the wetland limits at the site. The percentage of vegetative species was estimated by creating sample plots. Sample plot radius for trees, shrubs, herb and woody vine strata was 30’, 15’, 5’ and 30’, respectively. After creating the sample plot areas, the percent basal area coverage of each species within the monitoring plot was recorded. Using these field observations, the percent dominance of each species within its stratum was calculated. The 50/20 Rule was then used to determine dominance. Dominant species were considered the most abundant plant species (when ranked in descending order of abundance and cumulatively totaled) that immediately exceeds 50% of the total dominance measure (basal area) for the stratum, plus any additional species comprising 20% or more of the total dominance measure for the stratum. Once the dominant species were determined, they were treated equally to determine the presence of hydrophytic vegetation. If the number of dominant species with a Wetland Indicator Status of FAC (excluding FAC-), FACW or OBL is greater than, or equal to, the number of remaining dominant species, the area was considered a jurisdictional wetland resource area based on vegetation. A soil sample from each wetland sample plot was also taken. Each soil sample went to a depth of at least 12 inches. The soil was characterized to determine if the soil sample is considered a hydric (wetland) soil. Soil samples, including mottles, were characterized based on color using Munsell Soil- Color charts as a color reference. The general area was then assessed for hydrologic conditions, including, but not limited to, site inundation, depth to free water, depth of soil saturation, water marks, drift lines, sediment deposits, water stained leaves. This resource area is associated with Mill Pond. Wetland flags left in the field included: - BVW-A1 through BVW-A31 Dominant vegetation within the wetland resource area included red maple (Acer rubrum), highbush blueberry (Vaccinium corymbosum), and cinnamon fern (Osmundastrum cinnamomeum), all species that thrive in wet conditions. Soils within the BVW were considered mucky peat. Other indicators of 2-3 Wetland Delineation Report Yarmouth Dept. of Public Works westonandsampson.com wetland hydrology included high water table, saturation, water stained leaves, surface water, and a hydrogen sulfide odor. Dominant upland vegetation in the area included red pine (Pinus resinosa) and sheep laurel (Kalmia angustifolia). Soil in the upland area consisted of sand and peat with no evidence of mottling within the top 15 inches. A 100-foot buffer zone is associated with the BVW resource area. 2.4 Isolated Wetland One isolated wetland area was noted at the site. It was flagged as WA-1 through WA-6. It was located to the north of the larger BVW area. 2.5 Other Protected Areas Besides what was noted above, Weston & Sampson created an environmental receptors map of the site to determine the presence of other protected areas (Appendix C, Figure 3). The data source of these map layers was the Massachusetts Geographic Information System (MassGIS). These areas included: - NHESP Priority Habitats of Rare Species - NHESP Estimated Habitats of Rare Wildlife - NHESP Verified and Estimated Vernal Pools - Areas of Critical Environmental Concern A FEMA Flood Insurance Rate Map (FIRM) was created online from the FEMA website to determine if there is a 100-year flood zone at the site. See Appendix C for FIRM map.
